Fees

The Environmental Agency of Iceland (EAI) will charge a fee for the processing of applications for authorisation of plant protection products under regulation (EC) No 1107/2009 and of biocidal products under regulation (EU) No 528/2012.

A list of the fees in the Icelandic language, levied with effect from 1 October 2018 can be found here.

Below you can find an extraction in English of Articles 1, 7 and 8 from the list of fees regarding plant protection products and biocides. If the text in the English translation below differs from the text in the list of fees published on the website of the Agency, the latter shall apply.

Article 1

Fees subject to unit rate pr. hour

The Environmental Agency of Iceland charges a fee according to its list of fees at the unit rate of 13.200 ISK for a specialist and 8.200 ISK for secretarial work pr. hour for tasks and services which are assigned to the Agency on the basis of law and regulations allowing for the charge of fees.

Article 7

Authorisation to place plant protection products on the market.

The Environmental Agency of Iceland collects a fee for processing of applications for approval of plant protection products in accordance to Article 35 in the Chemicals Act No. 61/2013.

The fees shall be:

  1. 2.550.000 ISK for product authorisation where Iceland is the first EEA-country to which an application is submitted. Additional fee for plant protection products containing more than one active substance is 541.000 for each active substance in addition to the first one;
  2. 79.200 ISK for mutual recognition of an authorisation already granted in another state within the EEA for a plant protection product that is meant for professional use only;
  3. 330.000 ISK for mutual recognition of an authorisation already granted in another state within the EEA for a plant protection product that is meant for non-professional use;
  4. 79.200 ISK for extension of an authorisation for minor uses according to Article 51 in regulation (EC) No 1107/2009;
  5. 79.200 ISK for parallel trade permit, according to Article 52 in regulation (EC) No 1107/2009, for a plant protection product to be placed on the market;
  6. 39.600 ISK for parallel trade permit, according to Article 52 in regulation (EC) No 1107/2009, for a plant protection product if meant for personal use;
  7. 79.200 ISK for authorisation by derogation in the case of an emergency situation in plant protection, according to Article 53 in regulation (EC) No 1107/2009;
  8. 79.200 ISK for authorisation by derogation for the purpose of research and development, according to Article 54 in regulation (EU) No 1107/2009;
  9. 26.400 ISK for every amendment of a product authorisation granted according to regulation (EC) No 1107/2009 as implemented in Iceland by regulation No 544/2015;
  10. 26.400 ISK for every amendment of a mutual recognition granted according to national regulation No 1002/2014 and regulation (EC) No 1107/2009.

An invoice will be issued when all necessary data has been delivered in accordance with Regulation 544/2015 on plant protection products. Assessment of the application will begin when the payment has been received.

If the work processing an application takes more time than included in the above amounts, an extra fee may be charged. The applicant will be notified of the additional work as soon as possible. An invoice for additional work will be issued when a decision has been made regarding the authorisation of the plant protection product.

If, on the other hand, the work is less than anticipated, the Environmental Agency can rebate the applicant for authorisation of the plant protection product. Repayment can never be higher than 80% of the fee.

Article 8

Authorisation to place biocidal products on the market.

The Environmental Agency of Iceland collects a fee for applications for authorisation to place biocidal products on the market in accordance with Article 35 of the Chemicals Act No. 61/2013 and Regulation (EU) No 528/2012 concerning the making available on the market and use of biocidal products.

The fee shall be:

  1. 2.550.000 ISK for national authorisation of a biocidal product where Iceland is the first EEA country to which an application is submitted. Additional fee of ISK 541.000 for each active substance is collected for biocidal products that contain more than one active substance;
  2. 4.100.000 ISK for national authorisation of a biocidal product family, in accordance with Article 17(3) of Regulation (EU) No 528/2012, where Iceland is the first EEA country to which an application is submitted. Additional fee of ISK 541.000 for each active substance is collected for biocidal products that contain more than one active substance;
  3. 330.000 ISK for mutual recognition of a national authorisation of a biocidal product, that has been authorised in an EEA country, other than Iceland;
  4. 475.200 ISK for mutual recognition of a national authorisation of a biocidal product family;
  5. 290.400 ISK for simplified procedure for authorisation in accordance with Article 25 of Regulation (EU) No 528/2012, implemented in Iceland with Regulation No 878/2014 on biocidal products;
  6. 475.200 ISK for simplified procedure for authorisation of biocidal product family, in accordance with third paragraph of Article 17 of Regulation (EU) No 528/2012, implemented in Iceland with Regulation No 878/2014 on biocidal products;
  7. 79.200 ISK for parallel trade permit, in accordance with Article 53 of Regulation (EU) No 528/2012;
  8. 79.200 ISK for authorisation for a product (the ‘same product’) which is identical to another biocidal product or product family which has been authorised or registered in Iceland, in accordance with Regulation (EU) No 414/2013;
  9. 79.200 ISK for authorisation by temporary derogation (120 days) for a biocidal product;
  10. 79.200 ISK for authorisation by derogation for a biocidal product for the purpose of research and development;
  11. Amendment of authorisation for a biocidal product in accordance with Regulation (EU) No 354/2013: Administrative change: 39.600 ISK; Minor change: 39.600 ISK; Major change: 52.800 ISK;
  12. Renewal of an authorisation for a biocidal product: 90% of fee under points a., b., c. and d. above, as applicable.

An invoice will be issued when all necessary data has been delivered in accordance with Regulation No 878/2014 on biocidal products. Assessment of the application will begin when the payment has been received.

If the work processing an application takes more time than included in the above amounts, an extra fee may be charged. The applicant will be notified of the additional work as soon as possible. An invoice for additional work will be issued when a decision has been made regarding the authorisation of the biocidal product.

If, on the other hand, the work is less than anticipated, the Environmental Agency can rebate the applicant for authorisation of the biocidal product. Repayment can never be higher than 80% of the fee.
